Community Development$4.2M

Mid-Atlantic CDFI

The challenge

A community development financial institution needed to expand its small business lending program into three new markets but lacked the capital reserves and federal recognition required to qualify for CDFI Fund awards.

Our approach

The Philip Morgan Group led a comprehensive CDFI certification application, developed a target market analysis, and prepared a full Financial Assistance award application to the U.S. Treasury CDFI Fund.

The result

$4.2M awarded through the CDFI Fund Financial Assistance program, enabling the organization to deploy capital to 60+ underserved small businesses in its first year of expanded operations.

Workforce Development$1.8M

Regional Workforce Nonprofit

The challenge

A workforce development organization serving formerly incarcerated individuals was operating on a single government contract with no diversified funding base and no federal grant history.

Our approach

We conducted a full funding landscape analysis, identified three viable federal opportunities, and wrote a Department of Labor Reentry Employment Opportunities (REO) grant application from scratch — including program design, budget development, and evaluation framework.

The result

$1.8M DOL REO award over three years, establishing the organization's first federal grant relationship and enabling a 40% expansion of program capacity.

Small Business & Entrepreneurship$620K

Urban Small Business Accelerator

The challenge

A small business accelerator focused on minority entrepreneurs needed to formalize its organizational structure, achieve 501(c)(3) status, and build a capital strategy to sustain operations beyond its founding grant.

Our approach

The Philip Morgan Group managed the full 501(c)(3) formation process, developed a three-year capital strategy combining foundation grants, corporate sponsorships, and earned revenue, and wrote the organization's first two foundation grant applications.

The result

IRS determination letter received in 4 months; $620K raised in Year 1 across four funders; organization achieved financial sustainability within 18 months of formation.

Housing & Community Infrastructure$12M

Affordable Housing Developer

The challenge

A nonprofit affordable housing developer was pursuing a $12M HUD Community Development Block Grant–Disaster Recovery (CDBG-DR) allocation but had no prior HUD grant experience and a 90-day application window.

Our approach

We assembled a full application team, led the needs assessment and community engagement documentation, wrote the project narrative, and coordinated with the state grantee to ensure compliance with all federal requirements.

The result

$12M CDBG-DR award, funding the construction of 84 affordable housing units in a federally designated disaster-impacted community.

Federally Qualified Health Center

The challenge

An FQHC serving a rural medically underserved area needed to expand its behavioral health services but lacked the grant writing capacity to pursue HRSA funding opportunities alongside its existing clinical operations.

Our approach

The Philip Morgan Group served as the organization's outsourced grant writing team for 18 months, managing three concurrent HRSA applications including a New Access Point application and two Service Area Competition renewals.

The result

$3.1M in HRSA awards across three grant cycles, sustaining the health center's operations and funding a new behavioral health integration program serving 1,200+ patients annually.
